About the National Ozone Unit 

Generally the National Ozone Units (NOU) of Liberia, housed within the Environmental Protection Agency (EPA), is responsible for managing Liberia’s Country programs to comply with the Montreal Protocol on Substances that Deplete the Ozone Layer. Specifically, the NOU has wide range of responsibilities including: 

  1. Overseeing the national compliance strategy 
  2. Collecting and reporting ODS data 

  3. Monitoring and facilitating national projects approved by the Multilateral Fund
  4. Developing and enforcing ODS policies and legislation
  5. Coordinating with other government ministries and agencies
  6. .Interacting with industry and civil society,
  7. Undertaking public awareness activities on ozone related issues.

The NOU is led by an Ozone Officer assisted by an Assistant Ozone Officer and other staff.

Objectives of the “Online HCFC and HFC Licensing and Quota Systems”
  1. To control the import and in some cases, export of hydrochlorofluorocarbons
    (HCFCs) and hydrofluorocarbons (HFCs) to ensure compliance with the Montreal
    Protocol and its Kigali Amendment.
  2. To streamline implementation by allowing national authorities to manage phase-out
    and phase-down schedules HCFCs and HFCs.
  3. To support national targets, and enable Liberia to meet its initial obligations under the
    amendment and; 
  4. To strengthen enforcement by integrating with customs data for quota monitoring and management.
The objectives of these Regulations are: 

(a) To regulate the production, trade and use of controlled substances and products; 

(b) To prohibit the production, trade and use of banned substances and products 

(c) To provide a system of data collection that will facilitate compliance with relevant reporting requirements under the Protocol; 

(d) To promote the use of ozone Climate friendly substances, products, equipment and technology, and 

(e) To ensure the elimination of all ozone depleting substances and equipment using these substances.
